HAZARDOUS MATERIALS COMMODITY FLOW STUDY
The Fort Bend County Local Emergency Planning Committee (LEPC) contracted with the Texas Transportation Institute to conduct a Hazardous Materials Commodity Flow Study to identify the types and amounts of flammable or toxic hazardous materials (hazmat) that are being transported by pipeline, railroad, and truck within Fort Bend County. The study was conducted between February and September 2011 under a state grant administered by the Texas Division of Emergency Management.

Pipeline data was obtained from both the Texas Department of Transportation and the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA). Railroad data was obtained from Burlington Northern Santa Fe Railway, Kansas City Southern Railroad, and Union Pacific Railroad. Truck data was gathered by Texas Transportation Institute personnel and LEPC volunteers recording DOT-required hazmat placards on trucks driving on the following roads: US 59, US 90A, Beltway 8, TX 6, TX 36, TX 99, Spur 10, Spur 529, FM 521, FM 723, and FM 2234.

The Fort Bend County LEPC and the Office of Emergency Management are now reviewing and analyzing the Preliminary Results, so they can update their Emergency Operations Plans accordingly, identify potential scenarios for emergency response training and exercises, and increase public awareness about the types and amounts of hazardous materials being transported near their neighborhoods.
