ABOUT US
The Fort Bend County Local Emergency Planning Committee (LEPC) was established in 1987 to meet federal and state requirements under the federal Emergency Planning and Community Right-to-know Act (EPCRA) and the Texas Hazard Communications Act (THCA) of 1986. Both laws are designed to inform the public about the chemical hazards being stored and transported through their community, help local governments develop emergency management plans for hazardous chemicals, and educate the public about what to do to protect their family in case of a potentially dangerous chemical release.
Members of the Fort Bend County LEPC are governed by our By-Laws and represent the community, local government, and industry working together to serve as a resource for hazardous materials planning, response, training, and exercises. This means local people are making local decisions about how to plan for, train for, and respond to chemical emergencies that could affect our local community. Facilities that store flammable or toxic chemicals above certain EPCRA quantities must submit an annual Tier 2 Chemical Inventory Report to their local fire department, the LEPC, and State Emergency Response Commission (SERC) by March 1st of each year.

Facilities that spill or release a flammable or toxic chemical into the air, ground, or water must immediately call 9-1-1 to notify local police, fire and EMS responders of the hazardous materials release. The facility must also contact the Fort Bend County Sheriff's Dispatcher at 281-341-4665 to provide 24/7 Emergency Notice to Fort Bend County's Office of Emergency Management as required by the LEPC. Facilities must provide a Material Safety Data Sheet (MSDS) for any released product(s) and send a Written Follow-up Report as soon as practical to the Fort Bend County LEPC by email to: info@fbclepc.org
Facilities must also submit an annual Toxic Release Inventory (TRI) report to the U.S. Environmental Protection Agency by July 1st of each year. The TRI report does not have to be submitted to the LEPC. TRI data is available free on-line.
Anyone has a right to see or obtain a copy of any Emergency Notice, MSDS, Written Follow-up Report, and Tier 2 Reports submitted to the LEPC. Send your written request to the LEPC's Information Coordinator at: info@fbclepc.org Please describe the document you want, and include your name, mailing address, daytime telephone number, and e-mail address so the LEPC's Information Coordinator can respond to your request.
